Is Worcester's PILOT Flying Solo?

To the Editor:-

Congrats to the Mass College of Pharmacy for stepping up to the plate in donating $ 50,000 dollars to the Worcester Public Library (Worcester Telegram and Gazette, 11/30/08) as the city's first participant in the PILOT (Payment in Lineu of Taxes) program.

In regards to the Town of Shrewsbury, has any attempts been suggested to ask any non-profits of significant size such as UMASS (Located on South Street) to participate in a similar PILOT program to pay for Services, for example for the Shrewsbury Public Library? Would a PILOT program work in Shrewsbury? What are the value of properties that non-profits operate in and do not pay any taxes?

Pilot programs don't work and never will. $50,000, wow that's great, but its just a small fraction of the millions of dollars in taxes that do not need to be paid.

If there was a law, declaring as a home owner, you do not need to pay property tax, would you then still volunteer to pay it? I highly doubt it. Colleges and other valid non-profits, help to provide the city with some sort of stability. Imagine how bad Worcester would be without all those colleges, continuing to build and beautify the city.

In this economy I seriously doubt anyone will want to put out more money then they need to, including non-profits, and asking or in the case of Worcester attempting to force them, just makes you look like desperate and foolish.
