Moderator's 2009 Appointments

Town Moderator Chris Mehne made his appointments to the Finance Committee and Personnel Board today.

Appointed to the FinCom were: John Cygielnik, Christopher Rutigliano, and Donna O'Connor (reappointed).

William McGovern was reappointed to the Personnel Board.

Three seats were open on the nine-member FinCom. The terms of Francis Russell, Donna O'Connor, and David L'Ecuyer all ended on June 30, 2009. O'Connor requested reappointment, but Russell and L'Ecuyer did not.

John Cygielnik is a retired accountant and long-time town meeting member who worked as a financial officer in the manufacturing industry for many years. Chris Rutigliano is vice president of a technology company and also a town meeting member; he was a candidate for Selectman in the 2008 town election.

One seat was open on the three-member Personnel Board. Incumbent William T. McGovern's term ended on June 30, 2009, and he was reappointed.

Although the appointments were made this week, their terms actually began July 1, 2009 and will run for three years through June 30, 2012.

Hi Mark,

I see you posted brief descriptions of John's and Chris' qualifications. Do you have qualifications for Donna other then she has been on the board in the past? I also understand her attendance has not been exemplary.

Donna must have qualifications or Mehne would not have appointed her, right? Or is he really just maintaining the status quo?

The only qualification for FinCom is being a registered voter.

I'm sorry I left out information about Donna O'Connor. Like her co-appointees, she is a Town Meeting Member. She is also a former selectman.

Where is the outcry??? Weren't people on this blog upset at Kevin's nomination process and the demand for public hearings/input? How were these appointments different from the past methods? Did I miss the hearings?

There were no hearings. There was no public input.

I believe these were safe and very PC selections. No one selected that will challenge the status quo, sadly more of the same old same old...and Chris I had such high hopes.

Point of information. Donna Largess O'Connor is listed in Town of Shrewsbury's "List of Men and Woman who are 17 years of Age or Older" as a RN.

Chris Mehne proved me wrong. I fully expected one of the pro-override zealots to get on the Finance Committee. Instead, all good choices. There's hope yet for Shrewsbury.

To the earlier poster -- I understand that you don't like taxes, but how are town services going to be maintained when our police & fire unions negotiated 3 or 4% salary increases and when health insurance costs go up 6%, 8% or 10% each year? Our property tax revenues are limited to an increase of 2.5% each year, our state aid is flat (at best) and excise taxes and other fees are flat or down. So, the math doesn't work to maintain services without additional revenue. Please identify additional sources of revenue or make a list of the services you are willing to give up.

Nobody likes taxes, but some of us do like a minimum level of services in town...where's my coupon for free municipal services again?? Oh yeah, there is no such thing!!

I do think the process merits some transparency, but does not require public input. It would be great if a list of the 9 candidates considered by Moderator Mehne could be made public. At Monday's BOS meeting, Selectman Tartaglia noted that he had requested copies of the resumes/letters of application submitted for the Finance Committee candidates. He was waiting for a response from Mr. Mehne. Would these letters and resumes be considered public information once they are submitted to the town for consideration?

Hello to the math wizard... blaming the town's financial woes on the 3-4% increases for Police and Fire? Together that's about 70 people. How about the 700 people in the school department who have averaged 6%+ increases for years and years?

I hope Ben T isn't holding his breath waiting for those resumes. What makes Ben think it's any of his business? Out town Charter gives this duty to the Moderator.

Monday night Ben basically said that everyone who applied for the Shrewsbury Development Corp. were a bunch of unqualified idiots (Pot to Kettle...sssss...Pot to Kettle...sssss....Come in please). Then when the other Selectman described Matt Beaton, Ben enthusiastically voted for him. Did he read the resumes that he was supposed to review for his own job? Now he wants to oversee the Moderator? Chutzpa.

Anybody willing to admit to buyer's remorse for voting for Ben yet?

I would hope at the very minimum the moderator would disclose the names of the candidates seeking a seat on Fin Comm. He was a big proponent of transparency in the process, this would be a big step toward accomplishing that goal. I am still scratching my head about Chris R's appointment. He ran such a lackluster campaign and showed a lack of preparation and command for town issues during the debate. Yes he is VP of a technology company, but when your brother owns the company you already have an advantage. Would love to know who his competition was for one of those Fin Comm seats. The reappointment of Donna was no big surprise. She never would have left quietly and I guess you have to pick your battles.
